Diamond Anniversary of Wild Horse Preservation Movement

Velma’s first encounter with the horse runners occurred 75 years ago.

The Virginia Range was ground zero.

Today, it is the site of the world’s largest mass sterilization program, an insult to her legacy and harbinger of changing attitudes toward wild horses—among those who claim to be their voices.

Women have always been at the forefront of the movement but today’s women are not like those of 1950.

For them, wild horse preservation came of age with the advent of PZP, a restricted-use pesticide that sterilizes mares after five years of treatment.

That aligned with their wicked ideology and explains what you see today.

Added two layers to the map and saved it as Rev 1:

  • USFS Wild Horse and Burro Territories (not visible by default)
  • USFS Grazing Allotments (not visible)

The territories are not active at the default zoom level.  Click the Zoom In button to activate them.  Then click the visibility icon next to the layer name to see them.

A blinking dot on the left side of the visibility icon means the layer is loading.

Territory labels may require additional zooming.

The Legend toolbar button (on the left margin) explains the color codes.

BLM Issues Montgomery Pass Final Planning Documents

The Decision Record authorizes the Proposed Action, discussed in Section 2.2 of the Final EA, which calls for wild horse removal by helicopter or bait.

Map 1 in Appendix 1 shows the project area.

All documents have been copied to the project folder.

There are no plans to treat any of the mares with fertility control pesticides and return them to the range.

A roundup does not appear on the latest schedule.

The news release said that appeals can be submitted through April 7.

You do not need an ArcGIS account to use the new viewer.

The default basemap is:

  • Terrain with Labels

Four layers were included:

  • BLM National Surface Management Agency (visible when you open it)
  • BLM Natl Grazing Allotment Polygons (not visible)
  • BLM Natl Wild Horse and Burro Herd Area Polygons (not visible)
  • BLM Natl Wild Horse and Burro Herd Mgmt Area Polygons (not visible)

A legend appears initially, which you can toggle on and off with the Legend toolbar button on the left side of the map.

The Layers button toggles the layer list on and off.

To turn on the allotment layer, click the visibility icon next to the layer name (looks like an eye).  Click it again to turn it off.

Same for the other layers.

The Zoom buttons are at the lower right.

Drag the map to see other areas.

The Search button, also on the lower right, moves the map to a town or other landmark you specify.

Click the Home button to restore it to the original view.

Click on an allotment or HMA to see basic information about the parcel.

Creating an Account for the NDV Workaround

Go to the ERSI accounts page and click on Create an ArcGIS Public Account, where you’ll be prompted to supply your name and email address.

A confirmation email will be sent to your inbox.

Click on the link to set up a username and password.

Then go back to the map viewer.  Sign in if you want to save maps you create.

The system gives them URLs, which you can share with others.

For example, here is a map of allotments and HMAs along the NV-UT state line, using the default colors and styles.

BLM Releases Pancake Final Planning Documents

The Decision Record, copied to the project folder today, authorizes Alternatives A and D of the Final EA, minus the use of IUDs.  Refer to Sections 2.4 and 2.7.

The new plan supports three tenets of rangeland management.

The new HMAP is discussed in Appendix XIII.

The news release did not mention that the EA still refers to outdated registrations for GonaCon Equine, despite public comments.

BLM to Renew Agreement with Wyoming Honor Farm

The final planning documents have been copied to the project folder.

The Decision Record authorizes the solicitation of a five-year contract to pay for space, feeding, training and care for up to 200 wild horses and burros at the Wyoming Honor Farm in Riverton.

Most of the training is accomplished by inmates, which helps them transition back into society according to the news release.

AIP Fallout

What will happen now that the incentive has been abolished?

  • Roundups will continue
  • Wild horses and burros will still be offered for adoption
  • Adoptions will decrease
  • Off-range holding will increase

The government will need new ideas to keep the populations in check.

The Campaign Against America’s Wild Horses, a leader in nonmotorized removal and fierce opponent of principal use, wants to replace helicopter roundups with mass sterilization, abnormal sex ratios and faulty immune systems.

Velma would be horrified.

NOTE: If you’re trying to pass yourself off as a voice for wild horses, an endorsement from CAAWH is like an endorsement from Elko County.  It is an albatross, the kiss of death, as is the case for Wild Horse Fire Brigade.

Court Halts AIP

In his March 3 opinion, District Judge William Martinez agreed with petitioners that Instruction Memorandum 2022-014, which outline policies and procedures for administering the Adoption Incentive Program, violated the procedural and substantive requirements of the Administrative Procedures Act and that the respondents violated the National Environmental Policy Act by failing to evaluate the environmental impacts of the IM before putting it into effect.

The court vacated the IM and remanded it back to the BLM for further proceedings consistent with the ruling.
